Why are service charges important when buying an apartment in Dubai?
Service charges are the annual fees each apartment pays to the Owners Association for building maintenance, security, cleaning, insurance, and reserve fund. They are based on budgets approved through RERA's service-charge process and published in DLD's service charge index; an individual owner cannot negotiate them.
Indicative rates (market observation, not an official schedule) vary widely: AED 8–12/sqft in older or lower-tier communities (Discovery Gardens, International City), AED 15–20/sqft in mainstream freehold (JVC, Business Bay), and AED 25–35+/sqft in premium towers (Downtown, Marina waterfront, Palm apartments). On a 1,200 sqft apartment that is a difference of AED 12,000 to AED 42,000 per year — enough to change a healthy 7% yield into a poor 4%.
Before offering, get: the current year's service charge invoice, the last 3 years of rates to see the trend, and the OA's reserve fund status. Also check for special assessments — a facade repair or lift replacement can add AED 5,000–20,000 in a single year.
Any seller arrears must be cleared before transfer; demand a clearance letter from the OA.
